Norbert, maybe the issue Rolf Ackermann alluded to is learning
programs for other subjects (math, science, langages etc), not for
computer competences. And unfortunately, in Switzerland, MS was a
partner of the "Public Private Partnership - Schule im Netz PPP-SiN"
program (see <http://www.educa.ch/dyn/197278.asp?url=83442.htm>).
Hence MS is likely to have pushed MS-based learning programs for other
subjects too. So they should be given information about the existing
wealth of FOSS learning programs about "non computer subjects".


And then, people in charge of school computers could be targeted
specifically. I don't know the situation in Basel Land, but when I was
teaching in Ticinese schools, these people were normal teachers who
volunteered to take charge of the computers. They got a miserly hourly
allowance ("décharge horaire") for that, far from covering the time
they actually spent maintaining the machines, let alone for updating
their competencies. Hence their preference for Macs, that presented
fewer security risks, and their irritation at the education
authorities' decision to replace them by computers under Windows.

It would be useful to have seminars for these people, preferably in
schools were they work with the computers they work with, involving
their colleagues from Cantons that have opted for FOSS.
