Dear Frédéric, 

I've been browsing a bit from your URLs. the DBA apparently stems from
DETEC (fr) UVEK (German), not from the Dept of Justice and Police as I
thought. So I clicked on the UVEK "contact page"
http://www.uvek.admin.ch/gs_uvek/de/home/kontakt/index.html - where they
write:

"Vorsicht:
e-Mail ist unsicher. Vertrauliche Informationen gehören nicht in
unchiffrierte e-Mails!" No joke.

They also suggest you can write directly to M. Leuenberger
moritz.leuenberger at gs-uvek.admin.ch ...
